Goals and targets for climate change adaptation: Risks, opportunities, design, application and impact

Objective

There is a glaring gap in climate change adaptation science: Research shows that climate impacts are sharply increasing, and that current adaptation is not fast and deep enough to avert rising risks, particularly in adaptation frontiers such as coastal cities. However, theoretical and empirical knowledge is lacking on whether and how adaptation goals and concrete targets – heavily used in climate change mitigation and other policy fields – can accelerate and deepen adaptation action and help to avoid maladaptation. Further, a coherent scientific method to evaluate and set targets does not exist, despite increasing calls from adaptation advocates and practitioners. Closing these gaps is most urgent at the local level, where most adaptation happens.
Through GOALT, I aim to pioneer research on adaptation goals and targets along five ambitious objectives: (1) I aim to establish a new theoretical framework to explain under which conditions goals and targets can improve adaptation action. (2) I seek to create groundbreaking empirical knowledge on how actors (e.g. vulnerable groups, decision-makers, practitioners) negotiate and agree as well as act on concrete targets. It will draw on (a) a first-of-its-type global assessment and (b) in-depth empirical analysis and novel gaming simulations piloted in four coastal cities: Hamburg, Mumbai, Manila and Cape Town. (3) For these cities, I will also develop and pilot a new integrated urban adaptation model to examine the desirability, feasibility and impact of potential adaptation goals and targets against changing hazards but also trends in adaptive capacity and socio-economic barriers. (4) Using the generated insights, I intend to develop the first comprehensive methodology to guide adaptation goals and targets and (5) examine and foster its transfer to other contexts and policy fields. I expect that GOALT outcomes will become a reference point for adaptation research and allow for a step-change in adaptation policy and action.
