Objective
Mass displacement due to conflict and climate change is a growing global challenge, revealing a significant gap: disagreements over fair responsibility-sharing. The MULTI-RES examines actors, mechanisms, and drivers of responsibility-taking, sharing, and avoidance in addressing displacement situations. It proposes a multi-level and multi-disciplinary analytical framework based on three interrelated pillars: the transnational responsibility of international institutions, the politics of responsibility of states, and the socio-cognitive responsibility of individuals. It addresses the following questions: 1) How is responsibility defined and negotiated at national, regional, and global levels? 2) How is responsibility translated into action by different mechanisms and change under different conditions? 3) How do individuals, including policymakers, migrants and host communities, interpret and assign responsibility? MULTI-RES's five complementary and multidisciplinary work packages begin by tracing responsibility in theory and at the transnational level. It then conducts a groundbreaking comparative analysis of responsibility in the Syrian, Ukrainian, and Afghan displacement situations, examining the construction and performance of responsibility in six countries, including immediate host -Türkiye, Poland, and Pakistan- and distant resettlement -Germany, Canada, and the United States- countries. The data collection with local partners will involve multiple research sites, using mixed methods, such as textual analysis, ethnographic approaches, and participatory techniques. The findings will demonstrate 1) the diversity of different perceptions of responsibility, 2) its framing as a heuristic, 3) the changing of views over time and across issue areas. This innovative research will provide both theoretical and empirical critical insights into migration studies and various fields of social science and contribute actions and policies that contribute to social justice.
