Excellence Center in Liquid BiopsY in Personalized Medicine (EXCELY)

Objective

EXCELY aims to establish a Centre of Excellence (CoE) for personalized medicine in cancer and cardiovascular diseases by advancing the clinical adoption of Liquid Biopsy (LB), a minimally invasive approach based on the analysis of circulating DNA. Despite its strong academic potential and emerging genomics infrastructure, Romania continues to face significant gaps in research intensity, innovation, and the uptake of advanced medical technologies, contributing to delayed diagnosis and suboptimal management of noncommunicable diseases.
EXCELY addresses these challenges by combining capacity building with large-scale clinical implementation of state-of-the-art LB technologies. The overall ambition of the project is to drive cutting-edge research in LB, clinical innovation, and international collaboration, thereby positioning Romania as a regional leader in predictive, preventive, and personalized medicine . To achieve this ambition, EXCELY will integrate existing and newly developed LB technologies, scale their real-world clinical use, strengthen Romania’s translational R&I ecosystem, attract top talent and funding, and establishing a benchmark for other Widening countries and the EU. As a national clinical research hub hosting a biobank and coordinating a network of over 40 hospitals (connected through the Coordinator of the proposal, Carol Davila University of Medicine and Pharmacy), EXCELY will enable integrated access to innovative diagnostics and generate robust real-world clinical evidence.
The project EXCELY is built on a strategic Teaming partnership led by Carol Davila University of Medicine and Pharmacy and the Genomics Research and Development Institute, together with internationally recognized advanced partners from the Netherlands Cancer Institute, the University of Tübingen, RWTH Aachen University, and Johns Hopkins University School of Medicine.
