Flemish Hydrogen Ports Valley

Objective

The FLHyPorts project is a small-scale Hydrogen Valley initiative that connects hydrogen production, distribution, and multi-sector end-use across the Flemish port ecosystems in Belgium. Coordinated by WaterstofNet and anchored by the 25 MW Hyoffwind green hydrogen electrolysis plant, currently under construction, FLHyPorts will demonstrate an integrated, cross-border, and scalable hydrogen value chain. The project aims to decarbonise logistics, port operations, inland shipping, industrial processes, and mobility through cost-effective green hydrogen, while providing flexibility services to both the electricity and natural gas grids.

The three major Flemish ports—Port of Antwerp-Bruges, Port of Ostend, and North Sea Port—play a central role in the production, distribution, and application of hydrogen. Industrial partners Virya and Messer, shareholders of Hyoffwind, will support the hydrogen offtake across five key applications: mobility, shipping and port equipment, industry, energy integration, and inland waterway transport. The project is further supported by knowledge partners (University of Antwerp, Cenex), infrastructure operators (Fluxys), public authorities, other hydrogen valleys and associated ports in and outside Europe to enable broad dissemination and replication.

FLHyPorts contributes to the Clean Hydrogen JU Work Programme and the REPowerEU Plan by establishing Belgium’s first Hydrogen Valley and supporting the EU-wide target of doubling Hydrogen Valleys by 2025. The project targets a hydrogen use of over 1,800 tonnes per year by 2030, elevates key technologies, mostly European, to TRL 8, and involves the training of 500 hydrogen professionals. Based on real-life port testbeds, the project will deliver a certified RFNBO-tracing system and a practical replication toolkit, supporting the rollout of hydrogen valleys across Europe.
