Objective
The proposal for the Specific Grant Agreement n°3 to the FPA to reinforce the operations of the Climate-Neutral and Smart Cities Mission Platform (SGA3-NZC) advances the EU Mission for 100 climate-neutral and smart cities by 2030, supporting Mission Cities in translating their climate commitments into impactful decarbonisation actions. Building on the foundations of NetZeroCities and previous Specific Grant Agreements, SGA3-NZC focuses on three core areas: (1) turning strategy into measurable results through funding and expert support for policy and project implementation; (2) transforming knowledge into action by facilitating peer learning, sharing proven solutions, and leveraging the NZC digital Portal and services; and (3) strengthening multi-level governance through multi-actor partnerships, sustainable models, and integration of city needs.
A central approach of SGA3-NZC is the iterative Climate City Contract (CCC) process, which enables cities to continually refine their climate strategies based on evolving evidence, stakeholder and citizen engagement, and use of strategic procurement. SGA3-NZC operationalises a cyclical approach to CCCs, providing tailored support, monitoring, learning, and scaling-up mechanisms, underpinned by needs-based assessments and review system.
Multidisciplinary teams deliver City Support, including City Advisors, coordinating resources and expertise to address each city’s unique challenges. Moreover, the model integrates financial, technical, and governance support, drawing on the City Support Officers, the City Expert Support Facility and collaboration with the Climate City Capital Hub. SGA3-NZC also prioritises stakeholder engagement, dynamic communication and dissemination strategies, and the development of tools to accelerate project implementation.
SGA3-NZC will offer tailored support through the Climate City Capital Hub and Climate Finance Specialists reinforcing synergies between the Adaptation and Cities Mission.
