Objective
CALYPSO will establish Malta’s AI Factory Antenna, operating as a national extension of the PHAROS AI Factory (Greece). Led by the MDIA in conjunction with the Malta Information Technology Agency (MITA and the University of Malta (UM), the Antenna will provide Maltese startups, SMEs, researchers and public bodies with seamless, trusted access to AI-optimised EuroHPC resources for training and fine-tuning general-purpose and sector-specific models. A signed Letter of Intent with PHAROS underpins technical alignment and knowledge transfer; and an MoU will be concluded early into the project.
CALYPSO couples interoperable MLOps platforms, reusable HPC-ready workflows, and a secure data governance framework aligned with the EU AI Act and Common European Data Spaces. Services include a user support desk with onboarding/advisory, containerised development environments, compliance-by-design documentation and logging, and curated access to national and European datasets. Priority application domains are finance, transport and health, complemented by collaboration spaces and virtual labs to accelerate co-creation.
Talent and business growth are core goals: a national AI skills plan co-designed with HEIs/VETs, targeted training and placements with PHAROS, and an AI business acceleration programme translate compute access into real capability and market outcomes. This will stimulate AI-driven startups, create high-value tech jobs in Malta, and attract private investment. A National AI Stakeholder Forum will coordinate ecosystems across industry, academia and the public sector. CALYPSO is intentionally complementary to EuroHPC initiatives (EDIHs, TEFs, CoEs) and future NCC functions, and will network with other AI Factories and Antennas to share best practice and avoid duplication.
By pairing EuroHPC-class capability with trust-by-design operations and targeted ecosystem development, CALYPSO strengthens both Malta’s AI readiness and the EU’s distributed network of AI Factories and Antennas.
