Objective
"Across the globe, political regimes marked by democratic backsliding have become increasingly prevalent. Despite their diversity, countries ruled by ""illiberal"" governments in Europe exhibit at least two common characteristics. First, their leaders and dominant political parties ardently embrace what is known as ""anti-gender"" rhetoric and policy making. Second, they pursue an ethno-nationalist agenda and fuel moral panics about population decline and a perceived existential threat to their nations. The intersection of these core political agendas has led illiberal leaders to enact radical pronatalist policies and to reorganize their care economies.
While the literature on the political theory of illiberalism is bourgeoning, we have no systematic understanding of the social impact of the changes introduced by illiberal leaders. The objective of this project is, therefore, to assess the social consequences of illiberalism, specifically, the impact of pronatalism and pronatalist care economies on gender inequalities (intersecting with other key axes of inequality) in illiberal, authoritarian- leaning European countries. We propose a multi-country, multi-method project which aims to analyse the lived experience of illiberalism in addition to the regimes’ rhetoric and policies.
Illiberal governments are not keen on sharing information about their regimes and falsification of internationally mandated data has been observed. CAREFARE will collect and analyse politically untainted data to understand the nature of illiberal regimes, what sustains them and possible pathways to change. Throughout the project we will combine feminist theory with quantitative research methodologies to develop cutting-edge feminist quantitative research.
CAREFARE focuses on four European countries with illiberal governments in power, but illiberal parties are consequential elsewhere too, so the lessons learnt in this project will be relevant well beyond the countries studied here."
