Fueling Justice: Combating Climate Change in Lithuanian Households by Ending Energy Poverty

Objective

Recent research has shown that energy poverty in Lithuania is becoming a multidimensional problem, which is a serious concern for the cohesion of Lithuania and the European Union. The aim of this project is to identify and measure the root causes of energy inequality in Lithuania and to propose solutions based on primary and secondary data that will support the ambitious goal of achieving a climate-neutral Europe by 2050. The literature review shows that rural and urban low-income households and female-headed households are most affected by energy poverty, thus exacerbating social inequalities. Marginalized populations face multiple barriers, including high heating cost pressures, inadequate and outdated infrastructure, and limited access to energy-efficient technologies. This hinders climate action and weakens social resilience. On the other hand, our knowledge about the real experiences of energy poverty is still limited due to behavioral drivers, income and gender inequalities, access to digital technologies, and the impact of techno-economic policies. In this context, the project proposes to develop a multifaceted energy-justice framework that will help reduce energy consumption, increase awareness and participation of local people, find solutions through the involvement of policymakers and stakeholders, empower marginalized households, and contribute to evidence-based policy decision-making. Methodologically, the research will adopt a transformative mixed-methods approach, where both qualitative and quantitative techniques will be applied. These include: GIS and spatial analysis, measuring inequality through the Gini coefficient, and ethnographic and survey-based data collection. The project will directly contribute to Sustainable Development Goals (SDGs) 1, 5, 7, 10, 11, and 13, and indirectly support SDGs 4, 9, 12, 16, and 17. Above all, it will reaffirm Lithuania's commitment to the European Green Deal and support progress towards a JCCLEEP.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
