A ground-breaking Framework for Integrated Data-Driven IntelligEnce in Fisheries Monitoring, ControL and Surveillance

Objective

Overfishing, discards, bycatch and IUU practices continue to threaten marine ecosystems, while fragmented and paper-based reporting systems hinder effective implementation of the EU Landing Obligation (LO). Small-scale and recreational fisheries, which represent the majority of vessels and employment in Europe, still rely on outdated methods, leading to inconsistent and delayed data. The revised Fisheries Control Regulation (EU 2023/2842) and EU strategies on biodiversity and food security demand secure, real-time and interoperable monitoring systems, yet such solutions remain limited in practice. FIDEL responds with a pilot-driven, multi-disciplinary framework designed to digitalise and transform fisheries monitoring and control. The project will demonstrate 360° data collection combining smart vessel monitoring, IoT-enabled gear tags, on-shore landing declaration kiosks, eLogbooks and satellite surveillance. AI-based image recognition and rapid portable DNA assays will provide automatic, privacy-preserving and verifiable species identification, covering target, bycatch and sensitive species. Distributed Ledger Technologies (DLT) will ensure tamper-proof recording and trustworthy data sharing among national and EU authorities, while multi-source data fusion with anomaly detection and pattern recognition will enable near real-time detection of IUU practices. A central data collection, exchange and visualisation dashboard integrated with FITE’s Fisheries Manager Suite will allow competent authorities to cross-check logbooks, landing declarations, sensor data and environmental layers. Importantly, FIDEL ensures interoperability with three commercially available reporting solutions, accelerating market uptake and scalability across Europe. Beyond technology, FIDEL will produce targeted policy recommendations to support full implementation of the LO, tackle biodiversity loss and improve sustainable food system management.
