EBRAINS IMPLEMENTATION PHASE

Objective

This ESFRI Implementation Phase Project will provide the EBRAINS research infrastructure (RI) with an adequate legal framework, suggest a robust governance structure and a sustainable financial plan for: (i) the period 2025-2028 (implementation phase) and (ii) operation phase (2029-2036), as presented in the ESFRI Roadmap in 2021. It will put in place the organisational framework that will allow EBRAINS to complete successfully its Implementation Phase and start its Operation Phase soon after the closure of this project. The new organisational framework will allow EBRAINS to evolve from the current funding scheme based on the fees paid by the national node members and EC-funded projects (e.g. EBRAINS 2.0) into a sustainable “Hub-and-Node” RI with a EDIC statute on the ESFRI Roadmap. The decision to become an EDIC is well-founded, as EBRAINS fundamentally operates as a Multi-Country Project , building upon the legacy of the Human Brain Project. Indeed, EBRAINS delivers a comprehensive portfolio of digital research tools and services developed by eleven National Nodes and a Central Management Office that directly support neuroscience research and scientific competitiveness but also European policy priorities in healthcare and digital innovation.

List of objectives:
Objective 1: To develop a financial, legal and governance framework for EBRAINS EDIC and prepare an implementation plan to ensure the sustainability of infrastructure offering by defining roles and indicators of its efficiency.
Objective 2: To establish the operational framework of the EBRAINS RI, enabling integration of emerging technologies and National Node services, while ensuring sustainability through cost estimate and legally binding commitments
Objective 3: To define an onboarding strategy for the National Nodes as well as engagement, and knowledge exchange leading to a strong network of National Nodes and users.
Objective 4: To establish a structured and sustainable exploitation framework
