Objective
Artificial intelligence has become a defining force in Europe, shaping economies, culture, and public debate while testing the Union’s commitment to democracy, diversity, sustainability, and competitiveness. In the cultural field, AI arrives with hype and anxiety. Europe’s CCI lack trusted rights-aware tools and evidence to guide adoption. Artists, industry, policymakers and higher arts education face opaque systems, legal uncertainty, mediocre quality and market concentration. This proposal responds with European-by-design AI Commons serving creative practice and public value.
EAiCCI advances sovereign, transparent and values-aligned AI with four goals: sovereignty, small-data innovation, rights-based trust and professional empowerment via literacy and agency. Objectives are realised through community-based data collection and creation of evidence-based learning resources, policy recommendations and provenance-rich datasets, coupled with small-data machine-learning pipelines. Artistic foresight guides scenario development and engagement, and sector-ready tools are co-designed with artists, SMEs and institutions, tested in pilots and validated through independent evaluation, benchmarks, and community feedback. Higher arts education takes a leadership role and activities connect actors, initiatives and communities, with a platform and open APIs ensuring integration into European data spaces.
EAiCCI’s ambition is to transform Europe’s CCI by fostering AI literacy rooted in European values, developing technologies for human-centric artistic expression, and empowering stakeholders to shape innovation. In the long term, it will establish transparent, sovereign and democratic AI alternatives that counterbalance non-European big tech and safeguard cultural diversity.
