Objective
The NETWORK TBO-2 project will validate SESAR Trajectory-Based Operations (TBO) Solutions covering all aspects of trajectory management processes, from planning to execution, with a strong focus on network actors. A transversal activity will develop a SESAR global TBO document, serving as a cornerstone for integrating TBO activities and ensuring global interoperability.
The project will validate four operational solutions, targeting TRL6 by project end:
UDT (Unconstrained Desired Trajectory): addresses the UDT concept from the perspectives of Airspace Users, the Network Manager, and ANSPs, across all flight phases. The UDT represents the “desired optimum” provided by the AU as a reference against which to assess trajectories.
STR (Strategic Trajectory Revision): manages trajectory revisions during the execution phase, contributing to ICAO’s FF-ICE 2 TBO concept.
LOA (Digitalised/Dynamic Letters of Agreement): digitalises and standardises LoAs, enabling interoperable exchange between stakeholders.
TSE (Trajectory Synchronisation in Execution): improves ATC and network processes through synchronisation of local and network trajectories, enhancing exchanges between the Network Manager and ANSPs to enable a reference 4D trajectory supporting coordination.
The NETWORK TBO-2 consortium, coordinated by EUROCONTROL with oversight from the Project Management Board and SJU, gathers 10 ANSPs, 3 airspace users, 13 industry partners (airborne and ground), and 2 research organisations. The project will deliver TRL6 data packs by mid-2029, with major validation exercises in 2028.
Execution will be closely coordinated with European initiatives and ICAO’s ATMRPP working group to ensure complementarity, maximise R&D outcomes, and support future implementation and standardisation.
