Generative AI and SurrogatE digital Twins for Human-centric coastal and Earth systems Resilience & Impact Assessments

Objective

Pan-European infrastructures like DestinE and EDITO, and initiatives such as Copernicus, and EuroHPC, have advanced the Earth and Ocean Digital Twins (DTs), however the gaps in their integration remain, along with the limitations of use for non-technical stakeholders. Interpretability of the outputs is limited and accessibility for diverse users is still hampered. Coastal regions across Europe, which are among the most climate-vulnerable environments, present a unique opportunity for the combined use of DestinE and EDITO; however dedicated tools are still missing that will address the specific challenges of the combination of earth and water. AETHERIA closes these gaps in usability, confidence, and operational readiness, through the establishment of a European benchmark for inclusive and XAI-enabled DTs that strengthen climate adaptation and societal preparedness. It delivers an inclusive AI-powered DT platform that builds on the existing Earth and Ocean DTs and downscales the large-scale simulations into localised, trustworthy impact assessments. It introduces: (i) an adaptive AI orchestration layer integrating real-time Earth and Ocean DT data with HPC/cloud workflows; (ii) a GenAI interface that allows natural-language exploration of “what-if” scenarios by non-experts; (iii) continuous validation frameworks ensuring reproducibility and compliance with the GenAI4EU; (iv) integration of EU AI Factory tools for explanation, and scenario comparison; (v) real-time monitoring and early warning services for hazards such as flooding, erosion, marine litter, and dust events; (vi) inclusive, user design that will be co-created with end users; and (vii) a multi-criteria decision-support system incorporating uncertainty metrics and socio-economic trade-offs. Validated across 4 four pilots in Crete/Cyprus, Oslo Fjord, Varna–Danube, and Cabo de Gata–Níjar, AETHERIA will use DT resources and transform them into interoperable, human-centric resilience services.
