Rebuilding Ukraine’s technology infrastructure for EU integration
Russia’s invasion of Ukraine severely damaged critical technology infrastructures, including laboratories, energy systems and digital infrastructure. Rebuilding Ukraine requires more than replacing lost assets: it requires systemic transformation. The EU-funded ScaleUA project will create a roadmap for a future-ready, shock-resilient system aligned with EU standards, focusing on health, energy and digital technology. It will assess infrastructure needs, engage stakeholders in recovery planning and governance design, prioritise investments through a national roadmap and test solutions through pilots in technology centres. The project will create an inventory of technology infrastructures, develop governance models, connect research organisations, universities, public authorities and private partners, and support funding mobilisation for priority projects that integrate Ukraine’s infrastructure into EU networks.
Objective
Before 2022, Ukraine’s innovation system was dynamic but fragile, weakened by chronic underfunding and poor coordination. Russia’s invasion pushed it to the brink, as Ukraine's critical technological infrastructures (TIs)—labs, data centres, testing facilities—were among the hardest hit. Rebuilding Ukraine means more than replacement; it means systemic transformation. ScaleUA delivers a structured, evidence-based roadmap for this. Its goal is to create a system that is future-ready, shock-resilient, and EU-aligned. The project targets three sectors—health, energy, and digital—as priorities. For each, it will: (1) Profile the situation by mapping and classifying existing TIs; (2) Plan recovery by engaging stakeholders and co-designing governance models; (3) Prioritise investments through a national roadmap aligned to EU instruments; (4) Prove solutions via pilots anchored in Technology Centres; (5) Promote uptake through high-level events and dissemination. ScaleUA is implemented by Radboud University (NL), Kyiv School of Economics Institute (UA), Fraunhofer ISI (DE), the European Business Association (UA), East Europe Foundation (UA), and Impact Force (UA). A Strategic Advisory Board (SAB)—including RadboudUMC (NL), NL4UA (NL/UA), and the Centre for Social Change and Behavioural Economics (UA)—provides guidance, while a Ministerial Advisory Panel (MAP)—involving the Ministries of Health, Energy, and Digital Transformation—ensures policy alignment. On its conclusion, ScaleUA will deliver a TI inventory, governance models, an investment roadmap, and pilots — and assemble a critical mass of RTOs, universities, private-sector partners, and support actors into a joint national offer of research, technology, and business services. It will deliver a strategy and action plan to scale this network regionally, nationally, and internationally. It is expected to mobilise €30–50M in follow-on investment, launch 10–15 projects, and anchor Ukraine’s infrastructures in EU networks
