Accelerating Climate Resilience Pathways & Implementation of Adaptation Actions through Co-Creation & Next-Generation Services for Europe’s Regions & Cities

Objective

Adapt4EU bridges the gap between adaptation planning and implementation by enabling at least 70 (and up to 100) Local and Regional Authorities (LRAs) to co-develop inclusive, actionable and investment-ready Climate Adaptation Action Plans (CAAPs). The project allocates €17.5M in cascade funding through two Open Calls, ensuring equity, geographic balance and support to vulnerable regions. Building on Pathways2Resilience, CLIMAAX, the Mission Secretariat and the Covenant of Mayors, Adapt4EU advances scientific knowledge and practice on climate impacts and resilience.

Adapt4EU delivers a Common Framework of Intervention and an advanced digital ecosystem that combines:
- Methodologies: JustAdapt Compass for justice-oriented assessments; Model Stakeholder Engagement Roadmap with tailored capacity-building support.
- Digital tools & models: Adapt4EU Digital Assistant; Localised Climate Risk & Vulnerability Assessment Framework; Catalogue of Adaptation Measures & AI-powered Retrieval/Analysis Tool; Integrated Multisectoral Evaluation Models; Interactive Dashboard & Emulator for Action Plan Design.
- Finance & monitoring instruments: Adaptation Investment Pipeline & Climate Finance Equity Framework; Climate Change Adaptation Support System integrated into DATACLIME.
- Implementation & capacity-building: Adapt4EU Playbook for Early Implementation, including the operational model for Climate Resilience Support Offices, peer-learning schemes, Cross-Border Climate Corridors, and the Youth Climate Resilience Leadership Programme.

Adapt4EU aligns with the European Green Deal, the EU Mission on Adaptation and the 2030 Agenda, reinforcing SDGs 13, 11, 5 and 17. The Adapt4EU Accelerator acts as a single-entry point to tools, training and replication pathways, ensuring long-term sustainability, visibility and mainstreaming across Europe. Strong links with Climate-ADAPT, MIP4Adapt, Mission Hubs and EU platforms ensure replication, policy feedback and continuity.
