Objective
HARCCA demonstrates integrated and transferable coastal climate adaptation solutions in Europe’s hotspots. Through five demonstrator and three replicator Hotspot Adaptation Living Labs (HALLs), the project co-designs nature-based strategies using multi-hazard coastal risk assessments, the DIGI-ADAPT risk and adaptation platform, and socioeconomic, governance and financing pathways for uptake. The HALLs span settings from the North Sea and Baltic to the Mediterranean and Atlantic. A bottom-up design aligns actions with local priorities and enables knowledge exchange across cases.
Methodologically, HARCCA extends the CLIMAAX risk framework with workflows for coastal flooding and erosion, inundation, groundwater rise and salinisation, and saltwater intrusion, producing harmonised hazard, impact and risk maps for today and IPCC AR6 scenarios to 2050 and 2100. Risk reduction is quantified for co-designed nature-based solution portfolios, stress-testing feasibility and limits to 2150 to avoid maladaptation. DIGI-ADAPT integrates hazard and exposure with socioeconomic and environmental indicators for multi-criteria appraisal.
Adoption pathways are co-created with authorities and communities using do-nothing counterfactuals, barrier analysis, and equity and maladaptation screens. Financing and insurance pathways are developed with institutional actors, with pilots on co-benefits such as community monitoring and science-based tourism.
By project end, the CLIMAAX handbook will be extended, DIGI-ADAPT will be operational, and a co-creation toolbox will guide nature-based strategies. A financial and insurance handbook, policy briefs and roundtables will support uptake by coastal authorities. The Coastal Adaptation Academy will deliver training and replication. HARCCA will provide decision-ready evidence and pathways linking place-based design, policy and finance to accelerate equitable, nature-positive coastal resilience.
