Objective
Building on the Integrated Bioeconomy Land Use Assessment (IBLUA) developed by the JRC, the BALANSED project offers a participatory and iterative approach to bioeconomy governance across Europe. BALANSED puts multi-level deliberation at the centre of its methodology, combining participatory processes with quantitative storytelling and multi-criteria analysis to support inclusive, evidence-based transitions. These processes guide the use of modelling tools, translating complex system assessments into clear, region-specific policy insights. Central to BALANSED is an integrated analytical framework linking scenario modelling, stakeholder-driven narratives, and quantitative impact assessment. It enables analysis of land and sea biomass use, ecosystem services, biodiversity, and socio-economic resilience. Results are compiled as harmonised indicators to support robust comparisons and transparent monitoring. Outcomes are shared through a comprehensive online Deliberation Toolkit, offering digital tools for participatory biomass assessments across 27 EU Member States and 1165 NUTS 3 regions. BALANSED brings together a multi-disciplinary consortium of 13 partners from 9 EU countries, with expertise in environmental modelling, stakeholder engagement, economics, and policy analysis. Eight partners coordinate deliberative processes in six local study regions, reflecting diverse socio-ecological and governance contexts. Innovation is driven by testing and adapting participatory methods and modelling tools in these regions, with results scaled through two cross-regional case studies: the EU27 and the Mediterranean. Project impact centers on strengthening confidence and supporting better decisions in navigating trade-offs and synergies in sustainable land, sea, and biomass use. This will strengthen social acceptance and legitimacy, supporting regionally tailored pathways aligned with the European Green Deal policy mix.
