EUROpean Adaptive, Systemic and Inclusive Solutions for heat resilience

Objective

EUROASIS (EUROpean Adaptive, Systemic and Inclusive Solutions for heat resilience) will strengthen the capacity of regional and local authorities (RLAs) to anticipate, manage and recover from extreme heat, reducing impacts on human health and wellbeing. Moving beyond fragmented approaches, EUROASIS delivers 24 systemic innovations across six interconnected domains: physical (e.g. temporary shading), nature-based (carbon-smart NbS), social (climate shelters), digital (Urban Heat Digital Twin, HeatShield tools), financial (Resilience Action Lab Innovative Financing Hub), and methodological (heat–health–governance metric, MRV framework). These solutions are complementary, with digital tools enabling NbS monitoring, financial instruments ensuring uptake, and methodological frameworks guiding replication. Solutions will be co-designed, tested and deployed in 11 RLAs—four demonstration and seven replication sites—representing diverse climates and socio-demographic profiles. Participation spans vertically (citizens to RLA leadership), horizontally (including vulnerable groups), and cross-sectorally (health, transport, planning, emergency services). The project applies the 3-Phase Systemic Heat Resilience Methodology (SHRM³ᵖ)—inspired by the restorative qualities of an oasis—moving from baseline discovery (heat–health risks, governance, finance), to cultivation (deployment of systemic solution packages), and expansion (evaluation, replication and global scaling). EUROASIS will generate robust evidence on reducing heat-related mortality and hospitalisation, strengthen adaptive governance, and mobilise innovative finance for sustained implementation. Results will be consolidated into transferable replication frameworks and business cases, enabling uptake across Europe and, through ICLEI’s global network, worldwide. By embedding equity, open-science and co-creation principles, EUROASIS will deliver scalable systemic resilience that safeguards health and wellbeing.
