Compliance Bot: Automated, Multilingual Compliance Assistance Powered by LDS

Objective

Compliance with EU regulation is becoming a hindrance for innovation, especially for SMEs. To address this, COMBO will develop, validate and demonstrate an innovative multilingual, agentic AI-driven compliance assistance system, scaling core components from TRL 5-6 to TRL 8. The project will deliver a clear and measurable impact encompassing: a) Less money and time (>75% reduction vs. manual operation) dedicated to complying with existing regulations; b) faster adoption of new ones (30%); c) more streamlined compliance checks; d) increased secure automatic ( ≥90% automated coverage) compliance operation with increased trust (>80%) on its accuracy.
COMBO addresses the topic HORIZON-CL4-2025-03-DATA-13, focusing on Area 1, also strongly contributing to Area 2 and indirectly contributing to Area 3.
The project brings a unique value proposition explained through its six main Unique Selling Propositions (USPs). COMBO:
1) fully addresses the complex EU legal corpus, focusing on more than 40 specific cases;
2) includes an extensive demonstration campaign with five use cases in five highly regulated and competitive areas: Green Deal, Due Diligence, Healthcare, Transport, Media.
3) adopts a fully inclusive approach by developing and demonstrating in all 24 EU official languages (and more);
4) integrates into the Common European Language Data Space (LDS), extending it and using it to provide compliance services, targeting also DSSC interoperability and replicability across additional DSs;
5) proposes a sound technical concept and relevant advance over the state-of-the-art in Multilingual LLMs, RAG, and DSs Infrastructure; and
6) encompasses an ambitious CD&E plan culminating in a new SME set up to commercialise projects developments (released as open source).
The success of COMBO is supported by a strong multidisciplinary consortium encompassing experts on AI, ethics, legal and security with wide experience in R&D of AI systems, multilingual environments and dataspaces.
