Platform Geopolitics Beyond the New Cold War

Objective

The expansion of digital platforms into ever-more economic sectors and social domains has concentrated enormous economic and political power in a few US and China-based firms such as Amazon, Google, Huawei and Alibaba. Platformisation has introduced a new dimension of winner-takes-all competition into international relations and weakening regulations and political authority within states targeted for infrastructural development, thereby fuelling geopolitical tensions that pundits often describe as a new Cold War. While accounts of the US and China vying for digital hegemony suggest the return of realist geopolitics, this narrative oversimplifies the messy reality of international politics, reifies problematic binaries (us-vs-them, East-vs-West, core-vs-periphery), and is easily appropriated to justify aggressive policy agendas. DIGIFRONTIERS will examine how platforms are transforming geopolitical relations and imaginaries in Latin America, a ‘frontier’ region long seen as America’s backyard and now a natural extension to China’s Maritime Silk Road. Given its importance in generating profits for private firms and in supporting national commercial, governance and military objectives, the project focuses on the development of cloud infrastructure, most notably Chile’s attempts to establish itself as a regional data hub by partnering with US firms, and China’s Alibaba entering the Latin American market through Mexico. Building on mapping and ethnographic methods rooted in feminist geographies, the project’s innovative relational-comparative research design allows tracing how platform firms and states produce and exploit new frontiers. Its novel, situated theory of platform geopolitics foregrounding marginal actors—smaller states, local entrepreneurs, and social movements—will advance platform studies and political and economic geography, bringing grounded nuance to narratives that cast platforms as borderless technologies or as manifestations of US/Chinese imperialism.

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
