Photonics and Quantum Interregional Open Network for European Excellence and Resilience

Objective

PIONEER establishes an Interconnected, Interregional Innovation Valley for Photonics and Quantum (P&Q) technologies, strengthening Europe’s capacity to innovate, scale and cooperate across regional ecosystems. The project, led by JOANNEUM RESEARCH, addresses fragmentation of innovation ecosystems, disparities in regional performance and the need to reinforce Europe’s position in P&Q - two domains that are recognised as key (enabling) technologies for the green and digital transitions, competitiveness and Europe’s strategic autonomy, as highlighted in the New European Innovation Agenda, Chips Act and Quantum Flagship.
PIONEER’s methodological structure is organised into three building blocks, ensuring sustainable connections within the European P&Q ecosystem.
(1) Policy Alignment (WP1) addresses fragmented regional policies by integrating P&Q priorities into Smart Specialisation Strategies and national policies, developing common frameworks and establishing PIONEER’s annual work programmes.
(2) Capacity Building (WP2 & WP3) tackles uneven regional framework conditions by implementing training schemes, shared infrastructure models, company capacity building and investor engagement activities.
(3) Interregional Use Cases & Joint Innovation Actions (WP4 & WP5) drive market adoption through co-created feasibility studies, Interregional Innovation Projects and cascade funding. PIONEER allocates €7,8M for FSTP and will support 25+ companies under 2 types of Calls (Upscale and Seed), co-financed by the PIONEER regions and aligned to NEIA challenges.
By engaging 8 regions (Brittany, FR, Overjissel & Gelderland, South Holland, North Barbant, NL, North Karelia, FI, North of Portugal and Vienna and Carinthia, AT), over 200 organisations and at least 10 EU-level synergies, PIONEER builds an interconnected ecosystem that boosts deep-tech innovation, fosters cooperation and advances Europe’s green and digital transition.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
