SIEM Solutions for Critical Infrastructures sEcurity & Resilience

Objective

SCIFER introduces a federated, AI-native Security Information and Event Management (SIEM) ecosystem that strengthens the protection, resilience, and digital forensic readiness of European Critical Infrastructures (CIs). Addressing the growing interconnectivity and exposure of critical systems to sophisticated cyber threats, SCIFER integrates situational awareness, dynamic risk and vulnerability assessment, and AI-driven digital forensic readiness within a secure-by-design, modular architecture.
The system advances beyond traditional SIEMs by incorporating node criticality analysis, federated threat intelligence sharing, and agentic AI for proactive evidence identification, prioritisation, and secure preservation using Distributed Ledger Technologies (DLT) and Merkle hash trees. This ensures trustworthy, tamper-proof, and legally admissible digital evidence, fully aligned with NIS2, DORA, GDPR, and the forthcoming AI Act.
SCIFER’s architecture operates through three synergistic layers: (i) a federated SIEM platform for cross-domain data aggregation and correlation; (ii) a component layer featuring a Dynamic Risk Engine, Node Criticality Assessment, and Digital Forensic Readiness Framework (DFRF); and (iii) a cross-sector validation layer spanning energy, healthcare, telecommunications, and transportation.
A transversal Legal, Ethical, and Socio-technical Governance Framework ensures compliance, transparency, and accountability. By validating interoperable components across these pilots, SCIFER transforms SIEM operations from reactive monitoring into proactive, forensic-ready resilience, enabling collaborative situational awareness and trusted cyber defence across Europe’s critical infrastructure ecosystem.

Fields of science (EuroSciVoc)

CORDIS classifies projects with EuroSciVoc, a multilingual taxonomy of fields of science, through a semi-automatic process based on NLP techniques. See: The European Science Vocabulary.

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Net EU contribution

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
