AWareness and preparation of local Authorities and citizens impacted by foRest firEs and floods Nurturing Engagement for Societal Sustainability

Objective

"Europe faces an accelerating crisis of climate-related disasters, with wildfires and floods posing the most immediate and severe threats to citizens and infrastructure. These two hazards are becoming increasingly frequent and intense due to climate change, often striking the same regions and creating complex, cascading risks. While national forecasting for these events is advanced, a critical ""last-mile"" gap remains: small and medium-sized Regional and Local Authorities (RLAs) often lack the tailored tools to translate macro-level data into actionable, local-level preparedness. Furthermore, a persistent disconnect between authorities and citizens undermines effective response, leaving vulnerable populations exposed.

The AWARENESS project addresses this urgent challenge by developing an integrated, socio-technical solution suite specifically designed to bridge the gap between RLAs, first responders, and citizens in the face of these escalating fire and flood risks. The ambition is to move from top-down warnings to a co-created ecosystem of shared resilience. The project will be validated through five diverse operational pilots: wildfires in France (resilient off-grid communication) and Spain (high-resolution predictive modelling), and floods in Italy (integrated DSS and community literacy), Norway (dynamic risk analysis and digital twins), and Poland (AI-driven flash flood early warning).

AWARENESS will deliver: 1. A user-centric Decision-Support Dashboard for RLAs, integrating hyper-local data and AI-driven risk models; 2. An inclusive Citizen Engagement Application for bi-directional communication and targeted alerts; 3. A validated Co-Creation Methodology for engaging diverse stakeholders; and 4. A comprehensive Replication Toolkit for EU-wide scaling. By placing end-users at the centre, AWARENESS aims to measurably increase risk awareness and provide European communities with concrete tools to build lasting resilience in line with the UCPM and Green Deal."
