Participatory Green Futures: Co-creating inclusive and resilient neighbourhoods through cultural participation

Objective

PULSE (Participatory Green Futures) repositions cultural participation as a driver of inclusive, place-based climate action. Grounded in the lived realities of three diverse European neighbourhoods, Poble-sec (SP), Bridges ward (UK), and Nekala-Viinikka (FI), the project addresses a critical gap in how the social fabric is mobilised and maintained during the green transition. PULSE introduces a novel framework that combines participatory and artistic methods with foresight and causal inference to generate robust, actionable insights for participatory governance. It engages youth, older adults, and marginalised groups in co-creative processes that surface affective tensions, spatial inequalities, and community aspirations. Through six pilots, two in each of the neighbourhoods, focused on participatory mapping and artistic interventions, plus a cross-national conjoint survey experiment, the project produces empirically grounded, comparative and causal evidence on how cultural participation strengthens civic engagement, social cohesion, and ecological awareness. The project delivers a validated Commons of Participation Framework, participatory toolkits, and policy roadmaps aligned with SDG and ESG indicators. These outputs are designed for uptake by municipalities, cultural actors, and civil society organisations seeking to embed inclusive practices into local climate strategies. PULSE’s methodological innovations, centred around the integration of qualitative, quantitative, and creative approaches, set an evidence-based benchmark for evaluating the democratic and ecological value of culture across Europe. By translating community-based cultural participation into scalable governance tools, PULSE offers an implementable and compelling model for aligning climate action with social justice and democratic renewal. Its outcomes are directly relevant to public authorities and EU-level initiatives seeking to operationalise inclusive green transitions in urban contexts.
