LATERAL ADAPTIVE THREAT TRIAGING AND INTELLIGENCE COLLABORATIVE ECOSYSTEMS

Objective

European cybersecurity suffers from dangerous fragmentation. Organizations and Member States defend in isolation while attackers coordinate across borders. Hospitals discover ransomware days after neighboring facilities faced identical threats. Financial institutions miss sector-wide campaigns. The result: preventable breaches and billions in losses.

Collective defense makes everyone stronger. When organizations share threat intelligence instantly, all benefit. When one detects an attack pattern, all respond immediately. United, Europe's diversity becomes strength. Yet barriers block collaboration. Privacy regulations prevent cross-border data sharing. Organizations cannot reveal vulnerabilities to competitors. Current platforms require either centralized control (creating sovereignty risks) or manual coordination (taking hours when minutes matter).

LATTICE breaks these barriers through three innovations: Federated Consensus enables distributed response coordination without central authority. Privacy-Preserving technology allows threat verification while keeping detection methods secret. Digital Twin Networks test dangerous responses safely before deployment.

We demonstrate LATTICE through four operational pilots: Germany's cross-sector threat detection spanning telecom, finance, utilities, and education. Greece's hospital protection without compromising patient privacy. Netherlands' SOC real-time coordination with operational secrecy. Luxembourg's accelerated vulnerability intelligence across European CSIRTs.

These are real deployments processing millions of security events from genuine threats. Our consortium unites operational security centers, universities advancing privacy technology, and SMEs building practical tools—creating the foundation for European collective cybersecurity where sovereignty and cooperation coexist.
