Objective
The ELDA (Effective and Law-Compliant Data-Driven Solutions for Addressing Customs Risks) project supports the European Union’s transition toward a centralized, intelligence-led, and data-driven customs ecosystem. In response to the growing complexity of global trade, mounting geopolitical tensions, and the forthcoming establishment of the European Customs Authority and Customs Data Hub by 2028, ELDA develops the scientific, methodological, and technological foundations for a secure, interoperable, and future-proof customs framework.
The project aims to raise the technological readiness of European statistical customs control systems from TRL4 to TRL7 through co-designed pilot implementations in real operational environments. It is led by a consortium comprising six leading universities, an industry partner specialized in IT solutions for customs, two proactive customs authorities (Italian and Austrian), the Italian Customs Police authority, and one SME expert in innovation and exploitation strategies.
By integrating robust predictive risk assessment and harmonized compliance standards, ELDA enhances surveillance, risk management and fraud detection capabilities across the EU. Furthermore, it addresses the legal, ethical, and regulatory dimensions of data-driven customs operations, ensuring transparency, proportionality and accountability in full compliance with EU law. Ultimately, ELDA contributes to establishing a harmonized, legally sound and operationally robust framework for customs risk analysis, strengthening the effectiveness and integrity of the European Customs Union. In addition, three further Customs Authorities will be recruited to pilot and scale up ELDA’s solutions beyond the consortium, fostering innovation tailored to their operational needs and enabling long-term, cross-border collaboration.
