Strategic Intelligence for the Detection and Triage of Foreign Information Manipulation and Interference

Objective

SignAIL — Strategic Intelligence for the Detection and Triage of Foreign Information Manipulation and Interference — delivers an operational, near-market capability for European authorities to detect, assess, and respond to Foreign Information Manipulation and Interference (FIMI) in real time. The project combines large-scale open-source intelligence (surface web, dark web, social media, and cross-chain financial infrastructures) with AI-enabled analysis, knowledge-graph reasoning, coordinated inauthentic behaviour detection, deepfake/synthetic media forensics, and narrative tracking. It provides secure, DSA-aware escalation pathways to competent authorities and platforms, generates provenance-preserved, timestamped evidence bundles and offers a Marketplace environment where public buyers and SMEs can access, test, and reuse tools, playbooks, and procedures. By doing so, SingAIL strengthens EU resilience against hostile information operations, accelerates the adoption of trustworthy EU-built technologies, and supports strategic autonomy in civil security.
