Objective
Europe faces increasing risks from cross-border and cascading disasters, including floods, heatwaves, industrial accidents, and hybrid threats. Despite EU-level coordination frameworks such as the Union Civil Protection Mechanism (UCPM), current emergency communication systems remain fragmented, nationally siloed, and often technologically incompatible. The UNIFIER project addresses these interoperability and communication challenges by developing a secure, AI-enabled, and multilingual cross-border communication framework that ensures reliable coordination among first responders and civil protection authorities.
UNIFIER integrates hybrid communication infrastructures (4G/5G, Wi-Fi mesh, satellite, and legacy VHF/UHF), AI-driven protocol interoperability, and federated identity and access management based on Zero Trust Architecture (ZTA) principles. The system introduces a multilingual AI layer capable of real-time speech and text translation across multiple European languages, enabling seamless understanding during cross-border operations. Edge-deployed intelligence supports low-latency routing, bandwidth optimisation, and autonomous network reconfiguration, guaranteeing connectivity and resilience under degraded conditions.
The project’s innovation lies in merging technological interoperability, trust management, and semantic communication into a unified operational ecosystem. Five strategic objectives guide the work: (1) secure multi-layered communication; (2) federated identity and access management; (3) AI-supported multilingual and cross-technology interoperability; (4) validation through large-scale cross-border pilots in Türkiye and Slovakia; and (5) development of a governance and standardisation toolkit to ensure EU-wide adoption and compliance with GDPR, NIS2, eIDAS 2.0 and the AI Act.
UNIFIER contributes to a more resilient, interoperable, and human-centric European disaster response ecosystem, directly supporting Horizon Europe Cluster 3 priorities.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
