NEBwork - Network Empowers Blueprint of sustainable and affordable housing policies and strategies optimized for neighbourhoods transformation

Objective

Amid the ongoing housing crisis acknowledged at the EU level, the development of sustainable and affordable housing has become a key priority, most notably reflected in the emerging European Affordable Housing Plan (EAHP). Its future successful implementation will depend on the capacities of Member States and local governments, whose diverse housing systems and experiences with gentrification will shape outcomes. To increase the capacities related to gentrification mitigation, NEBwork aims to establish a transnational network of 17 neighbourhoods in Athens, Barcelona, Florence, Ghent, Lyon, and Zagreb and co-design and implement community-driven strategies that address gentrification while promoting inclusive and sustainable housing.
Additionally, as intangible socio-cultural aspects of housing crisis and gentrification are often left out of local policy discourse, the NEBwork project will integrate New European Bauhaus (NEB) values and tools and create Local Housing Action Labs (LHALs) as participatory platforms for knowledge exchange and cross-territorial collaboration among residents, authorities, NGOs, and private actors. NEBwork will apply multi-scalar approach and NEB tools such as problem-solution tree analysis, backcasting, and senses walks to develop regeneration strategies tailored to local contexts. The NEBwork project will result in NEBourhood regeneration strategies, a knowledge transfer toolkit, and policy blueprints to guide cities and policymakers in mitigating gentrification and aligning housing policies with community needs. The project will contribute to EU policies and objectives, including Supporting people, strengthening our societies and our social mode, the Green Deal, Social Climate Fund, and European Pillar of Social Rights, while ensuring uptake through robust dissemination at local, national and EU levels and leaving a legacy of replicable models for inclusive transformation in urban, periurban and rural areas.
