ROBOTIC EXPLORATION AND AUTONOMOUS SYSTEMS FOR OPERATIONAL NAVIGATION IN DISASTER ZONES

Objective

The REASON project has the aim of delivering an agent-based, interoperable Decision Support System that fuses multimodal data (UAV/UGV, satellite, IoT) to generate a 3D Common Operational Picture, real-time threat and risk assessment, AI-assisted triage and dynamic evacuation planning for first responders in high-risk, conflict-affected environments. The platform links a multi-UAV “Mesh-in-the-Sky”, tactical UGVs and a passive, privacy-by-design mobile-phone counter for people-density awareness through open APIs and adapters to existing command-and-control systems, reducing integration risk and cognitive load while increasing speed and safety. A Digital Twin underpins development and training, enabling what-if analysis, stress-testing and train-the-trainer capacity building. Methodologically, REASON follows four pillars: state-of-the-art and user-needs analysis; co-design with practitioners; development of AI agents, data-fusion middleware and human-centric, security-by-design explainable-AI interfaces; and progressive integration, testing and fine-tuning before real-world validation. Validation spans three use cases: Kyiv and the Chernobyl Exclusion Zone, and the Attica region, covering conflict-driven and natural-hazard scenarios. These pilots demonstrate adaptability, interoperability with existing C2, cyber-resilience and operational readiness. Expected results include a productised DSS with an open interoperability toolkit; validated UAV/UGV swarm capabilities and privacy-preserving crowd awareness; a Digital Twin-based training suite; and procurement-ready evidence packs. The impact pathway strengthens civil-protection preparedness and response, accelerates safe uptake through standardisation and conformance testing, and builds sustainable skills by advancing multi-function autonomous systems in obstructed, enhancing remote sensing and situational awareness, and validating user-centred solutions in realistic conditions.

Fields of science (EuroSciVoc)

CORDIS classifies projects with EuroSciVoc, a multilingual taxonomy of fields of science, through a semi-automatic process based on NLP techniques. See: The European Science Vocabulary.

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Net EU contribution

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
