EUNICoast R.I.S.E - Research and Innovation for Societal and Scientific Excellence

Objective

EUNICoast R.I.S.E addresses Europe's structural research capacity gap by building sustainable excellence architecture across 13 universities of the EUNICoast Alliance, complemented by PAR University of Applied Sciences' innovation ecosystem expertise. Peripheral maritime territories face compounded barriers from geographic isolation, small institutional scale, and talent hemorrhage, yet possess critical knowledge on coastal ecosystems, maritime economies, and climate adaptation.
R.I.S.E implements coordinated interventions at two interconnected levels over 48 months. At alliance level, it establishes permanent frameworks for CoARA-aligned research assessment, sustainable career pathways, digital infrastructure integration, and innovation ecosystem coordination. Simultaneously, it institutionalises 5 thematic Teaching & Research Hubs into permanent Centres of Excellence, each with dedicated governance, operational budgets, and Regional Innovation Councils embedding regional stakeholders in research strategy.
R.I.S.E delivers a replicable model demonstrating how EUAs operationalise ERA Policy Agenda priorities in peripheral contexts. By embedding excellence mechanisms across Europe's Atlantic, Mediterranean, Baltic, and Black Sea coastal regions, the project triggers institutional capacity building while maintaining territorial anchoring.
