Regulatory Learning for the Governance of Transformative Technologies

Objective

REGULAIRE is a doctoral network that studies how regulation can learn and adapt in situations where technologies, risks, and expectations change quickly. Good governance depends on strengthening how institutions observe emerging problems, test potential solutions, and update their practices as new evidence becomes available. In fast-moving environments, the capacity of institutions to learn becomes an essential regulatory function. The network will train fifteen fellows to examine this learning process from different angles. They will look at how authorities detect early signals, design and test interventions, evaluate what works, and share findings across organisations. The research is organised into four themes. (1) anticipating emerging issues, (2) improving regulatory tools and processes, (3) assessing institutional capacity, and (4) making learning travel beyond individual pilots. Each project links real-world and timely institutional settings with clear methods such as legal analysis, process tracing, experimental and quasi-experimental evaluation, incident analysis, and evidence synthesis. A shared measurement framework ensures that results are comparable and can build on each other. Fellows will spend time inside regulators, ministries, standard-setting bodies, agencies, industry, and civil society, to ensure that the training is grounded in practice. Together they will create concrete outputs such as guidance, templates, and an open observatory that collects signals, methods, and results from regulatory experiments. By focusing on how regulation learns, REGULAIRE aims to improve the ability of European institutions to update rules in a timely, evidence-based, and proportionate way. This strengthens competitiveness, trustworthiness and protects fundamental rights in an era of rapid technological change.
