Objective
EMPOWER delivers a step change in how emissions from maritime transport and port activities are measured, verified and acted upon in Europe. It enables reliable, traceable and enforcement-ready data to support FuelEU Maritime, the EU ETS and forthcoming IMO net-zero frameworks, lowering compliance uncertainty for operators while strengthening authorities' capacity to detect non-compliance.
EMPOWER integrates complementary technologies into one operational framework spanning ships, ports and nearby urban areas: next-generation onboard CEMS for regulated and emerging pollutants, shore/sea remote sensing and smart sniffers (including buoy and UAV support), and static networks for air-quality and noise. Metrological traceability and quantified uncertainty are embedded end-to-end through National Metrology Institutes, delivering regulatory-grade evidence.
A harmonised, tamper-proof data platform fuses multi-source measurements into auditable digital evidence packages, enabling automated verification and reporting to EU systems plus real-time decision support for ship operators, ports and verifiers. This reduces administrative burden and enables targeted, risk-based inspections and operational improvements.
EMPOWER also develops real-world engine test protocols and a vessel emission grading scheme to underpin port incentives, green port certification and low-emission corridors. Demonstrations across multiple vessel types and TEN-T ports ensure replication, uptake and measurable benefits for public health and environmental resilience.
