Objective
"SCALE-CONNECT - Fostering Cross-Border Venture Capital Flow and a Global Mindset in European Deep-Tech Ecosystems is a 24-month strategic initiative aimed at reducing the European Innovation Divide by strengthening cross-border investment flows and collaboration between Moderate innovation regions (Italy, Portugal) and Strong/Leader regions (Spain, Slovenia, Belgium). The project addresses a persistent gap affecting high-potential deep-tech startups in Moderate regions: limited access to international venture capital and insufficient integration into European investment networks. SCALE-CONNECT responds by operationalising the ""Fifth Freedom"", the free movement of innovation, fostering a more connected, competitive, and resilient European innovation ecosystem. Focusing on key deep-tech domains aligned with the priorities of the New European Innovation Agenda, the project supports promising startups in developing a global investment-ready mindset and facilitates their structured connection with cross-border investors and innovation hubs. Through a coherent prepare-then-connect approach, SCALE-CONNECT ensures that quality ventures are effectively matched with international capital and strategic opportunities. Beyond immediate investment mobilisation, the project generates lasting impact by reinforcing collaboration between regional ecosystems, reducing talent and IP outflows, and enabling sustainable growth in Moderate regions. Its results and methodologies are designed to be replicable, contributing to long-term European strategic autonomy and a more integrated Single Market for innovation."
