MULTIMODAL-TRANSPORT EMISSIONS TRACKING AND RELIABLE INTEGRATED CALCULATION

Objective

METRIC is a 30-month Coordination and Support Action addressing the lack of harmonised, reliable and operationally usable methods to measure greenhouse gas and pollutant emissions across multimodal transport chains. While EU policies such as CountEmissions EU, CSRD, FuelEU Maritime and ReFuelEU Aviation increasingly require detailed emissions accounting, current approaches are fragmented, CO2-centred and based on theoretical averages that poorly represent real-world operations. METRIC aims to establish a harmonised and operationally validated EU framework for quantifying and reporting emissions across all transport modes, bridging the gap between standards and actual operations through a validated EU Core Dataset and an accessible Data Platform that enable lifecycle-based, comparable and trustworthy reporting. The project will deliver a single multimodal methodology aligned with ISO 14083 and CountEmissions EU, explicitly closing open items on Black Carbon, Radiative Forcing, vehicle and infrastructure life cycle, ICT and data centres, maintenance, cold chain and aviation passenger/freight allocation. It will consolidate around seven million real-world emissions records across road, rail, aviation and maritime transport to update default values and fill non-CO2 data gaps, feeding a public, FAIR EU Core Dataset. METRIC will also develop a digital platform connected to this dataset, a certification-ready framework enabling independent verification, and a coherent package of policy recommendations and a Scientific & Regulatory Roadmap 2030–2040, supporting fair and enforceable EU transport regulation and wider market uptake.
