EU-sovereign procurement of next generation NET-ZERO, climate-neutral urban MObility innovatiVE solutions

Objective

NETZERO-MOVE is a Pre-Commercial Procurement (PCP) action supporting European cities in accelerating the transition towards climate-neutral, energy-efficient and resilient urban mobility systems. Led by a Buyers’ Group of Mission Cities and local authorities, the project addresses the lack of integrated, procurement-ready digital solutions able to jointly optimise mobility flows, energy use, charging infrastructure and greenhouse gas emissions at city scale.
NETZERO-MOVE applies a demand-driven PCP approach to stimulate the development of innovative AI-enabled solutions, including urban mobility digital twins, intelligent traffic and charging management, and energy–mobility integration tools. Through a phased and competitive procurement process, the project supports solution providers in designing, prototyping and validating interoperable, secure and trustworthy digital systems in real Mission City environments, covering metropolitan, medium-sized, coastal and island contexts.
The project ensures full compliance with EU regulatory frameworks, including data protection, cybersecurity and the EU AI Act, while embedding climate impact assessment and operational performance metrics from the outset. Validation activities demonstrate measurable contributions to emissions reduction, energy efficiency, system resilience and quality of urban life.
Beyond technology development, NETZERO-MOVE strengthens cities’ capacity to act as intelligent public buyers. It delivers common evaluation frameworks, procurement specifications and replication guidelines, and actively engages follower cities, European urban networks and market actors. Procurers commit to pursuing follow-up deployment of successful solutions through subsequent procurement or direct adoption, creating clear pathways to market uptake.
By combining innovation procurement, Mission City leadership and scalable digital solutions, NETZERO-MOVE lays the foundations for large-scale deployment of climate-neutral urban m

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
