ORchestrated Buyer-led Innovation for the Transition to ZERO Emissions

Objective

European cities are under increasing pressure to accelerate the transition towards climate neutrality while managing complex urban systems, fragmented data landscapes, and limited decision-making tools. Despite the growing availability of Earth Observation (EO), satellite data and advanced digital technologies, cities still lack integrated, user-oriented solutions that translate these data into actionable insights for policy design, planning and operations.
The Orbit2Zero project addresses this gap by implementing a Pre-Commercial Procurement (PCP) to stimulate the development of innovative, scalable and replicable digital solutions that support cities in reducing greenhouse gas emissions and progressing towards net-zero targets. Orbit2Zero brings together a consortium of forward-looking European cities and expert partners to jointly define unmet public sector needs and steer innovation in close alignment with real operational and policy challenges.
Through a competitive, phased PCP process, Orbit2Zero will procure and validate novel solutions combining satellite data, urban digital twins, advanced analytics and decision-support tools. The PCP will follow a progressive selection approach across three phases - solution design, prototyping and real-life testing - ensuring risk reduction, technological excellence and strong market orientation. Solutions will be tested under real urban conditions, enabling cities to assess their effectiveness, usability and impact on emissions reduction.
Orbit2Zero will strengthen cities’ capacity to make evidence-based climate decisions, foster innovation in the European supply market, and contribute to the uptake of space-based and digital technologies in urban governance. By engaging stakeholder communities, follower cities and citizens, the project will maximise impact, support replication, and contribute to Europe’s long-term objective of climate-neutral and resilient cities.

Fields of science (EuroSciVoc)

CORDIS classifies projects with EuroSciVoc, a multilingual taxonomy of fields of science, through a semi-automatic process based on NLP techniques. See: The European Science Vocabulary.

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
