Deep scans of existing buildings for rapid BIM and Digital Twin creation at low cost to unlock renovation wave through pre-commercial procurement (PCP)

Objective

scan2twin aims to procure and verify cost-effective, in-depth scanning services that can quickly and accurately generate Building Information Models (BIM) and Digital Twins of existing buildings. This enables Cities to plan and implement de-fossilisation renovations more efficiently and with reduced risk. The common challenges are the lack of reliable as-built data on the building stock, combined with slow and costly surveys that lead to design errors, permit delays, and cost overruns slowing the renovation process.
A Buyers Group of six public procurers from NL, DE, PL, PT, SI and TR will run a pre-commercial procurement (PCP) to stimulate R&D solutions combining (1) automated multi-modal scans including wall/cavity elements, (2) AI-driven data fusion integrating existing documentation and new measurements into validated BIMs and Digital Twins, and (3) compliant, scalable service delivery with training for municipal staff. The solution will model renovation and financing scenarios in reports accommodating needs of funding programmes, investors and construction sector. Suppliers must demonstrate their ability to balance technical requirements with affordability, offering efficient off-hours scanning. Partners will conduct an impact assessment to document the potential benefits supporting commercialisation.
Outputs include quality-assured BIM/Digital Twin assets, scenario reports and a deployment playbook enabling follow-up procurements and replication. scan2twin will enhance cities' capacity to scale up the delivery of renovations, reduce uncertainty for investors and contractors, and create reusable digital assets for facilities management and energy planning, unlocking additional renovations and measurable greenhouse-gas (GHG) reductions. A Follower Network and strong cooperation with the Cities Mission Platform will accelerate uptake across Europe and support open strategic autonomy in digital construction services.
