Objective
Q‑AIM introduces an opportunity‑driven methodology for investment ecosystem development that responds to Europe’s difficulty in converting deep‑tech innovation into scalable companies across all regions. The approach starts from real investor demand and identifies, validates, and prepares concrete opportunities that meet those criteria, addressing fragmented investment channels and inconsistent due‑diligence practices. Quantum and AI are used as the initial focus because their complexity, capital intensity, and regulatory sensitivity provide a rigorous stress‑test for a methodology intended to be transferable to other deep‑tech domains.
Q‑AIM delivers three core components to operationalise this model: high‑quality dealflow generation through systematic scouting and comparable assessment; investment conversion mechanisms such as targeted investor discovery sessions, investment‑readiness support, and structured syndication pilots; and tools that reduce cross‑border friction, including open‑access due‑diligence templates, regulatory guidance, an investor helpdesk, and a European Quantum & AI Investment Network.
The project’s impact spans all target groups. Moderate and emerging countries gain visibility, credibility, and access to foreign capital; investors in strong innovator countries gain efficient access to validated dealflow beyond their established networks; and start-ups, intermediaries, and public authorities benefit from durable tools that strengthen investment readiness and connectivity. The project is designed to share its best practices across Europe and establish permanent support structures that directly advance the objectives of the CONNECT‑02 call by ensuring that cross‑border investment facilitation, regulatory guidance, and investor–start‑up connectivity continue beyond the project’s lifetime.
