Objective
VALORail is a research and innovation project that addresses a critical barrier to the decarbonisation of Europe’s transport sector: the underutilisation of climate finance in the rail sector. While rail is the lowest-emitting motorised mode of transport and central to achieving the EU’s climate targets, the scale of investment required to modernise infrastructure, electrify lines, and upgrade rolling stock far exceeds current public funding capacities. VALORail responds to this challenge by developing the knowledge, tools, and strategies needed to unlock new sources of climate-aligned capital for rail.
The project is structured around five work packages. WP1 investigates rail’s access to climate and sustainable finance instruments, identifying barriers and enablers. WP2 focuses on methodologies for measuring and verifying GHG reductions, including avoided emissions from modal shift, and explores how CSRD reporting can facilitate access to climate finance. WP3 examines the potential for rail to access carbon markets, developing recommendations for standardised methodologies applicable to carbon markets and results-based climate finance. WP4 ensures the dissemination and uptake of project results through targeted communication, dissemination and exploitation activities and stakeholder engagement, while WP5 provides project coordination and quality assurance.
VALORail directly addresses the outcomes of the Europe’s Rail Joint Undertaking (ERJU). Through its integrated approach, it supports the transformation of the rail sector into a climate-resilient, low-carbon transport backbone for Europe.
