Objective
"The biggest bottleneck in the European hydrogen economy is not solely the capacity or efficiency of electrolysers, but also more fundamental issues. We see systematic failures in how RFNBO value chains connect legal, data, operational, and financial settlement interfaces.
The delegated rules under RED III require that certification is 2030 time-based, geographically relevant, and additional validation to obtain RFNBO certification. However, there's currently no harmonised coordination mechanism linking physical hydrogen flows (SCADA/measurement) to cross-border digital compliance events (Union Database/origin guarantees). As documented by Schleker study (2024) and Draghi Report (2024), this fragmentation poses serious risks such as ""stranded assets"", regulatory arbitrage, and capital flight, as bankable and fraud-resistant certification trails did not exist at the time.
H2SECURE deals directly with the root cause. The project provides a missing middleware system, a ""Coordination-as-Code"" architecture that allows the existing infrastructure to function as a unified system. We built this philosophy around four proven pillars: 1. RFNBO complexity map; 2. compliance translation framework; 3. distributed trust architecture; 4. uptake engineering package. Timing matters here.
Our project is in a critical position to bridge the ""governance gap"" between the first 2026 European Hydrogen Backbone of the cross-border pipeline and the full operation of the Union Database. The consortium brings together seven partners from Finland, Romania, Turkey and Ireland to integrate innovation in Western Europe with the realities of compliance in EU-13/Widening countries. The partnership covers the entire value chain. In short, H2SECURE provides an important layer of digital governance that will transform decentralised national hydrogen projects into a secure and interoperable European market."

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
