Objective
Offshore renewable energy is central to the EU’s decarbonisation goals, with large growth targets for offshore wind up to 300 GW by 2050. As shallow waters locations get limited, floating offshore wind (FOW) becomes essential to unlock all offshore wind potentials worlwide. Although technologically advanced, FOW still has higher costs than bottom‑fixed wind, with current LCOE typically €150–350/MWh and expected to remain above €70/MWh for decades. OPEX uncertainty—driven by harsh conditions, limited access windows and complex major component replacement (MCR)—is a key cost driver.
Digitalisation can reduce uncertainty through advanced sensing, condition monitoring of key components and predictive maintenance, but some failures still require MCR. Tow‑to‑port repairs are slow and expensive, whereas in situ MCR is promising but not yet mature, especially for large next‑generation turbines. Increasing turbine size amplifies constraints related to motions, lifting operations and offshore handling.
The OCEAN‑MIND project addresses these challenges by combining predictive analytics, data‑driven O&M strategies, and new in situ MCR technologies such as self‑hoisting cranes, motion‑compensated transfer systems and integrated feasibility modelling. Its goal is to shift FOW O&M toward a predictive, risk‑aware paradigm, lowering OPEX uncertainty, cutting blade MCR costs by 30–40%, and improving availability by 2.5%.
The OCEAN-MIND project aims to develop disruptive O&M methodologies and decision tools by applying advanced digitalization and Human-Centered AI as well as develop novel processes for in-situ MCR development. The project will reach TRL 5 by prototypes development and testing in innovative test sites.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
