Objective
Cities increasingly face urban heat and heatwaves, creating an urgent need for integrated cooling strategies in planning, ensuring resilient enhancement of whole life carbon performance. Yet building- and urban-scale decisions are often siloed, leading to unintended trade-offs: improving indoor performance can worsen street-level conditions, while urban cooling solutions may cause indoor discomfort. Despite their interdependence, indoor and outdoor comfort are usually addressed separately. WEAVE addresses this by developing an early-stage, people-centred decision-support system unifying building- and urban-scale performance metrics. This framework enables planners, designers and communities to implement integrated strategies, leveraging in-between spaces and positioning wellbeing and climate-responsive design as key drivers of decarbonisation. In-between spaces, such as courtyards and balconies, link indoors and outdoors, encouraging interaction and improving both buildings and the urban setting. WEAVE’s innovations include: an integrated decision-support framework driven by a comprehensive set of impact indicators; a co-creation approach combining change-point analysis, social multi-criteria evaluation and sensory-based sessions; and a modelling architecture enabling working across scales via an interoperable, scalable approach. WEAVE’s methodologies will be piloted in three sites representing diverse urban contexts: a brownfield regeneration project, an industrial site with public spaces, and a neighbourhood cluster of public buildings. A replication method based on urban archetypes and microclimates supports transferring successful interventions to diverse urban contexts, enabling structured upscaling and peer-to-peer learning. This accelerates uptake of innovative building solutions for decarbonisation and climate resilience, integrating energy efficiency, renewables, whole-life carbon reduction and circularity into mainstream building design and urban planning.

Net EU financial contribution. The sum of money that the participant receives, deducted by the EU contribution to its linked third party. It considers the distribution of the EU financial contribution between direct beneficiaries of the project and other types of participants, like third-party participants.
