Objective
The rapid scale-up of heat pumps is central to achieving the EU’s climate neutrality and REPowerEU objectives. While the European heat pump market has reached high technological maturity, deployment remains below the levels required to meet 2030 targets. A critical bottleneck lies in persistent skills shortages across installation, operation and maintenance, particularly for advanced systems such as air-to-water, ground-source and industrial heat pumps. Without a structured and scalable approach to workforce upskilling, market growth risks stagnation despite strong policy support.
SECURE-HP addresses this challenge by developing a coherent European framework for high-quality heat pump training, aligned with EU skills and qualification systems. Key activities of the project include mapping current and emerging skills needs; developing harmonised curricula and training materials; piloting training programmes in Italy, Portugal and Austria; validating results through EU and national Advisory Boards; and implementing structured replication actions in additional Member States. Dedicated train-the-trainer activities and an EU-level e-learning platform will ensure scalability and long-term accessibility of project results.
SECURE-HP combines evidence-based skills gap analysis, co-creation with industry and training providers, and digital innovation through simulation tools and e-learning solutions. By strengthening installer capacity, enhancing recognition of qualifications and facilitating cross-border transferability, the project contributes to the Green Deal, the Net-Zero Industry Act and the Energy Performance of Buildings Directive. Ultimately, SECURE-HP will support accelerated heat pump deployment, industrial competitiveness and the development of a resilient, future-proof clean heating workforce across Europe.
