Objective
Europe’s global competitiveness in the knowledge economy is intrinsically linked to its ability to develop, retain, and effectively mobilize research talent. Although over half of European researchers are employed within the private sector, their career trajectories remain largely invisible within current policy frameworks. This visibility gap, combined with poorly measured inter-sectoral mobility, creates a fragmented landscape that lacks the evidence-based tools necessary for proactive policymaking. INTERLINK-CAREERS addresses this systemic challenge by introducing a transformative paradigm: AI-enabled Career Intelligence for the European Research Area (ERA). At its core, the project establishes a federated, pan-European data ecosystem that integrates multi-source career data with real-world evidence. This is achieved through a distributed Living Lab involving academia, industry, and policymakers, ensuring that the resulting intelligence is grounded in practical reality. By leveraging advanced, explainable AI models, INTERLINK-CAREERS will analyze and predict career trajectories while introducing novel methodologies to quantify knowledge flows resulting from mobility between sectors. Beyond mere analysis, the project delivers a suite of operational tools designed for immediate policy application. These include a Career Interoperability Framework, a Knowledge Flow Index, and digital twin simulation environments that enable stakeholders to engage in scenario-based decision-making. These innovations shift the governance of research careers from a descriptive approach to a proactive, data-driven model. The expected impact is a significant enhancement of the attractiveness and sustainability of research careers across Europe. By optimizing talent allocation and removing structural barriers to knowledge circulation, INTERLINK-CAREERS strengthens Europe’s strategic autonomy and aligns directly with ERA Structural Policy goals.
