Objective
Open Science cannot fulfil its promise if meaningful participation remains contingent on where researchers work, who they are, or where they are in their careers. Across the European Research Area, the infrastructure, skills, institutional support, and recognition systems that enable open science are distributed unequally. This inequity operates at three interconnected levels: systemic policy frameworks that set incentives and accountability; institutional conditions that enable or constrain participation; and individual circumstances shaped by career stage, employment stability, geography, and socio-demographic factors. Despite growing ERA commitments, no coordinated initiative has yet translated robust evidence on these structural barriers into practical, institution-level action at scale.
EQUIOS addresses this gap through four integrated pillars: generating evidence on where and how inequity operates across all three levels; building differentiated capacity that responds to researchers' real circumstances; enabling institutions to identify barriers and drive structural change; and strengthening the professional infrastructure that sustains open science in practice. Working with Pilot Institutions across Widening and non-Widening countries, research-intensive and teaching-focused universities, the project co-creates reusable training pathways, self-assessment tools, model policies, and a twinning programme connecting institutions across the ERA.
The result is a suite of practical, openly licensed outputs designed for adoption well beyond the project: equity-sensitive training recognised through portable credentials, an institutional readiness framework, and an indicator system enabling ERA-level monitoring of progress over time. EQUIOS makes equity in open science not a principle to endorse, but a condition to build.
