Objective
Rebuilding trust in science has become essential to ensuring effective democratic governance in Europe in a context marked by growing polarization and the rapid spread of misinformation, where public policies increasingly struggle to meet citizen expectations,. To address this challenge, the project seeks to bridge the existing gap between civil society and policymaking, by leveraging Citizen Science (CS) to reinforce trust in science and support more robust, evidence-based public policies. This will enhance institutional preparedness and resilience, enabling public authorities to better anticipate and respond to complex societal challenges through transparent, evidence-informed, and participatory approaches.
CS-FACTOR combines evidence production, methodological innovation, and real-world validation. It builds upon and extends the Mutual Learning Exercise on CS and maps the initiatives, areas of interventions, and data flow in Europe to identify bottlenecks and opportunities. Three multi-level case studies in Switzerland, Lithuania, and Italy will foster the integration of CS evidence into the policy cycle and assess the institutional readiness to enable the democratic participation of all citizens. A suite of co-created protocols and methodologies for translation of CS results into policies will be designed and implemented, by engaging a wide representation of stakeholders,
The project refines incentive and recognition models for RPOs and RFOS to further embed CS in research evaluations and organisational practices, while targeted awareness activities will help sustain a wider engagement. Through a multi-directional interface across all levels of governance, research, and European initiatives, CS-FACTOR transforms fragmented experiences into scalable pathways. Ultimately, CS-FACTOR strengthens democratic resilience through evidence-based governance, improved institutional capacity, and empowered and active civil society engagement.
