Objective
ESPERA tackles a structural weakness of the European Research Area: public engagement (PE) and science communication (SC) are still delivered as project-based activities rather than governed institutional functions. The project builds a common ERA approach for embedding PE and SC into research and innovation governance, organised around six analytical dimensions: effectiveness, sustainability, participation, ethics, responsiveness and anticipation. It first generates an evidence base through a comparative analysis of institutional practices across the ERA, consolidated in the ESPERA Knowledge Base, with a dedicated lens on equity, inclusion and citizens' prior beliefs about science. On that basis it develops a Multi-Actor Approach community, an Anticipatory Governance Model, Blueprints for institutional change, policy integration scenarios and ethical guidance. These are tested in practice through a Mentoring Programme supporting up to 30 institutions, an induction and mentoring curriculum, and the ESPERA Transformative Summit, which brings mentored organisations together with policymakers, CSOs, innovation intermediaries and science communicators. Results are consolidated into a Replication Toolbox with a self-assessment tool and governance checklists, designed for uptake in Widening contexts.
