Objective
The introduction of Intelligent Welfare Technology (IWT) — AI-enabled tools such as fall-detection systems, medication reminders, socially assistive robots, and decision-support applications — into European elderly care is outpacing the development of frameworks needed to shape these technologies together with the people who live and work alongside them. Whether IWT supports autonomy and dignity or undermines them depends less on its technical properties than on how implementation is negotiated within complex socio-technical care contexts.
TWIN4CARE addresses this challenge by developing and testing interdisciplinary participatory methods that enable care workers, older adults, and family caregivers to meaningfully shape trustworthy welfare technologies across institutional and home care settings. Coordinated by Tallinn University of Technology (TalTech), the project brings together four internationally recognised partners — Frankfurt University of Applied Sciences, Lund University, NTNU, and the University of Eastern Finland — each contributing complementary expertise spanning assistive technologies and inclusive architecture, human-centred design and ageing research, STS-informed responsible innovation, and gerontological social work and care ethics.
Through coordinated staff exchanges, joint doctoral supervision, a thematically progressive INFORM–DESIGN–ACT–IMPACT workshop sequence, and two pilot cycles in Estonian care settings, TWIN4CARE will consolidate TalTech's existing strengths into a coherent interdisciplinary IWT research environment, strengthen its research management capacity, and establish it as an Estonian hub for Nordic-Baltic-German participatory welfare technology research.
