FILTER: Filtering Governance of Mobility, Connectivity and Regulation in EU–Central Asia Relations

Objective

FILTER is an interdisciplinary research and training project that reconceptualises EU engagement with Central Asia through the lens of filtering governance. Rather than framing external governance in terms of openness versus closure or inclusion versus exclusion, the project argues that contemporary governance operates through mechanisms that selectively enable, channel, and stratify the circulation of people, goods, and value. Mobility, connectivity, and market participation are thus shaped by differentiated access, conditional compliance, and uneven participation.

Analytically, FILTER integrates three domains usually studied separately: (1) migration and labour mobility regimes; (2) connectivity infrastructures and geoeconomic corridors, particularly those linked to the EU’s Global Gateway and the Middle Corridor; and (3) regulatory governance and compliance regimes, including sustainability standards, critical raw materials, and sanctions. By analysing these domains together, the project develops filtering governance as a framework for understanding how EU external action structures stratified circulation across sectors and scales.

Empirically, the project focuses on Central Asia as a strategic site where overlapping governance mechanisms intersect. Positioned at the crossroads of transregional connectivity, competing regulatory initiatives, and intensive labour mobility, the region offers a critical setting to examine how EU policies are implemented, negotiated, and contested in practice.

FILTER is implemented as a multi-sited, interdisciplinary MSCA Staff Exchange linking academic and non-academic partners across Europe and Central Asia. Through staff exchanges, joint fieldwork, and co-produced outputs, the project will generate original theoretical, empirical, and policy-relevant insights into the organisation of circulation in the contemporary global political economy.

Keywords

Project’s keywords as indicated by the project coordinator. Not to be confused with the EuroSciVoc taxonomy (Fields of science)

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
